Offender Management Time – Exception-Based Reporting
Corrections
officers have busy schedules and want to spend the most time with
offenders that are not complying with the rules. Adding GPS
monitoring data to any EM program creates a lot of information for
officers to review to verify offender compliance. Our GPS
exception-based monitoring system gives officers reporting tools
that reduce the amount of information that must be reviewed in order
to verify an offender’s compliance. As an example, most agencies
that utilize this GPS system set up parameters in order to receive
“pushed” communications of specific offender violations in
accordance with each offender’s profile, risk factor, and compliance
requirements.
Violations
The system tracks the geographic location of offenders, reports
specific activities and identifies violations against the
established parameters. This information is then delivered to the
appropriate authorities using various methods, including e-mail,
paging, faxing, and web based reports. Active GPS tracking has the
fastest notification time of anything on the market. When using the
active unit, violations can be sent to the agency within 120 seconds
of the violation occurrence (under optimal wireless network
coverage).
E-mail
notifications to a cell phone, computer or other device capable of
receiving an e-mail notification is the most commonly used type of
notification.

Exclusion Zone Violation
occurs if the offender enters an area that an offender is not
allowed to be in.

Inclusion Zone Violation
occurs if the offender exits an area that an offender is
required to be in.

PTU Tamper Violation
alerts an agent if the PTU has been tampered with.

PTU Low Battery Violation
alerts an agent if the battery in the Personal Tracking Unit
needs to be charged.

Cuff Low Battery Violation
is sent when the transmitter battery is low and needs to be
replaced (3-5 day notice).

Strap Tamper Violation
indicates the transmitter strap has been cut or tampered with in
some way.

PTU in Motion and GPS Loss
Violation which notifies the agent that the PTU was in
motion when there are no GPS tracking points.

Cuff Leave Violation
occurs when the transmitter has exceeded the radio frequency
tether range of the receiver, often referred to as a proximity
violation.

Did Not Call Violation is
issued if a PTU does not call in for its scheduled phone call
associated with its Charging Cycle.

Phone Connect Landline Fail
Violation shows the charging station was not plugged into an
analog phone line or the line was in use for scheduled phone
call to the tracNET24 data center (Passive Unit only).

AC Power Loss Charging
Station has lost power while PTU was docked.

Charging Violation PTU
was not in charger for its scheduled charge cycle.
